Background of the Study
Grassroots political movements, driven by community participation and local activism, have increasingly emerged as catalysts for policy change at the local level. In Ibadan South-West Local Government Area, Oyo State, these movements have played a pivotal role in influencing policy decisions and holding local authorities accountable (Adebanjo, 2023). The grassroots approach emphasizes bottom-up participation, whereby citizens engage directly in political processes and advocate for issues that affect their daily lives. Such movements have been credited with initiating reforms in areas such as public service delivery, urban planning, and social justice (Olufemi, 2024). However, despite their potential, these movements often face challenges such as limited resources, political suppression, and internal fragmentation (Akinola, 2025). The study explores how grassroots political activism in Ibadan South-West contributes to policy formulation and implementation, examining both its successes and limitations. By analyzing case studies, interviews, and policy documents, the research aims to provide a nuanced understanding of the transformative potential of grassroots movements in shaping responsive local governance.

Statement of the Problem
Despite the significant role played by grassroots political movements in Ibadan South-West, there remain notable gaps in their influence over formal policy-making processes. Local authorities sometimes resist the demands of these movements, resulting in a disconnect between citizen initiatives and government action (Adebanjo, 2023). Furthermore, issues of internal disorganization and resource constraints within these movements hinder their capacity to drive sustained policy change (Olufemi, 2024). This study seeks to critically examine the extent to which grassroots activism translates into concrete policy decisions and to identify the factors that limit its effectiveness. Addressing these gaps is essential for realizing the full potential of community-driven governance (Akinola, 2025).

Objectives of the Study:

  1. To assess the influence of grassroots movements on policy decisions in Ibadan South-West.

  2. To identify challenges faced by grassroots movements in affecting policy.

  3. To propose strategies for enhancing the policy impact of grassroots activism.

Research Questions:

  1. What is the role of grassroots movements in shaping local policy decisions?

  2. What are the major challenges that hinder the effectiveness of these movements?

  3. How can grassroots activism be strengthened to achieve better policy outcomes?

Research Hypotheses:

  1. H1: Grassroots political movements significantly influence policy decisions.

  2. H2: Resource limitations impede the effectiveness of grassroots activism.

  3. H3: Enhanced organizational structures improve the policy impact of grassroots movements.

Significance of the Study
This study is significant as it provides an in-depth analysis of how grassroots political movements contribute to policy-making in Ibadan South-West. The insights derived will assist policymakers and community organizers in bridging the gap between citizen initiatives and formal governance structures. By identifying the challenges and recommending practical solutions, the research supports the development of more responsive and inclusive local policies (Adebanjo, 2023).

Scope and Limitations of the Study:
This study is confined to evaluating the impact of grassroots political movements on policy decisions within Ibadan South-West Local Government Area, Oyo State, focusing exclusively on local political dynamics.
